New Procedure For Obtaining Cameroon Biometric Passport & Renewal of Passport

On the 17th of July, 2021, the President of the Republic of Cameroon, H.E. Paul Biya signed a presidential Decree which centered on new procedures on the issuance of Cameroon biometric passports.

The decree clearly stipulates conditions of the issuance of Cameroon passports as well as the procedures for obtaining the three types of biometric passports i.e. the ordinary passport, the service passport and the diplomatic passport.

The decree was aimed at fast tracking procedures for obtaining the aforementioned Cameroon passports (especially the ordinary passport); which has been a nightmare to many Cameroonians as many had to wait for more than 6 months before laying their hands on their passport after submitting application.

Now with the new procedure stimulated by the head of state in presidential decree No. 2021/347, passports will now be issued within 48 hours and stress free.

Citizens applying for an ordinary passport will first complete the online pre-enrolment process with an online payment system before proceeding to the Emi Immigration centres in the 10 regional headquarters in Cameroon and diplomatic missions (consulate offices abroad) to complete the enrollment process.

As instructed by the president of government H.E. Paul Biya, the new procedure for the issuance of biometric passport took full effect on July 1st, 2021.

On the 1st of July, 2021, a ceremony chaired by the Delegate General for National Security, Martin Mbarga Nguele, was held at the National Centre for the Production of Passports in Tongolo , Yaounde to mark the beginning of the new procedure. The ceremony was also attended by the Minister of External Relations, Le Jeune Mbella Mbella.

During the ceremony, 3 Cameroonians who had fulfilled the pre-enrollment excise, received their biometric passports.

The three passports are part of 80 passports produced in 24 hours after pre-enrollment and readily available to be picked up.

A total of 200 passport enrollments were made on July 1 at the National Centre for the Production after the new procedure began.

The CEO of AUGENTIC Consortium (the company in charge of the production of the biometric passport), Carreti Labinot says SMS messages will be sent to the other passport holders inviting them to pick up their passports from the centre from Saturday July 3.

Speaking at the event to mark the new procedure, Cameroon’s Minister of External Relations, Le Jeune Mballa Mballa said the biometric passports will be progressively produced in all diplomatic missions and Consulates of Cameroon around the world.

In response to questions on looming difficulties, the Delegate General, Martin Mbarga Nguele said “This system puts an end to all difficulties. If you encounter a problem, call the toll free number 1500 tell the police officers”

He adds that the old passports (non biometric passports) remain valid till expiry date.

As a reminder, Cameroonian passports are valid for five years.

As stipulated by the presidential decree, the new procedure took full effect as from the 1st of July, 2021.

After the first of July, 2021, Cameroonians who had gone to the Emi Immigration centers in the 10 regional headquarters in Cameroon and diplomatic missions (consulate offices abroad) to apply for new passports or for the renewal of their passports, were asked go to the new Cameroon biometric passport website (passcam.cm) to fulfil the passport pre-enrollment procedure online before coming to the Emi Immigration centers in the 10 regional headquarters in Cameroon and diplomatic missions, to submit documents and finalize the passport enrollment process.

After Cameroon passport applicants have gone through the entire procedure, it will take 48 hours maximum to receive their original passport.

Below is the new procedures for obtaining Cameroon Biometric Passport/renewal of Cameroon passport.

1) Pre-enrollment (Before you start)

As stipulated by the presidential decree, the first step you will need to take, if you wish to apply for a new passport or renewal of your Cameroon passport, is the pre-enrollment step.

The Pre-enrollment phase allows for a Cameroon passport applicants to enter the text data for a passport application before going to enroll at the Emi Immigration centres in the 10 regional headquarters in Cameroon and diplomatic missions (consulate offices abroad)… to complete the passport enrollment process.

Upon instruction of the president of government; H.E Paul Biya, a special Cameroon passport pre-enrollment website (passcam.cm) has been set up where passport applicants can complete the compulsory pre-enrollment procedure before going to the Emi immigration centres or consulate offices around the world.

Once pre-enrollment application is submitted, a printout of the pre-enrollment application will need to be taken. This printout is important and has to be taken along with other necessary document to the enrollment station for final enrollment. If a printout is lost, the applicant needs to log in and take another printout.

Please note that the submission of the pre-enrollment application on the Cameroon passport pre-enrollment website is not the submission of a passport application. The passport application will only be submitted once the applicant goes to an enrollment station and provides biometric information.

An application can be saved temporarily or a submitted application can be edited and appointment date can also be updated. But before it can be saved, certain mandatory fields must be filled in. These fields can later be entered to retrieve the saved or submitted application. Applications are saved for 15 working days or till enrollment is done, whichever is first. After 15 working days, even if enrollment is not done, that application can no longer be retrieved using the information.

Same person cannot submit multiple pre-enrollment applications. If an applicant wants to change appointment or correct information, he/she will need to login and retrieve the existing application to do it. Otherwise he/she will have to wait for 15 working days for the application to be removed automatically before another pre-enrollment.

2) Pay a visit to the Emi Immigration centres in the 10 regional headquarters in Cameroon and diplomatic missions (consulate offices abroad) for enrollment.

Like i mentioned earlier, after you have completed the pre-enrollment exercise at the Cameroon Passport application form online Registration website, a printout of the pre-enrollment application will need to be taken. This printout is important and has to be taken along with other necessary document to the enrollment station for final enrollment.

After you have you done your pre-enrollment at the Cameroon biometric Passport website and print out the pre-enrollment application, pay a visit to the Emi Immigration centres in the 10 regional headquarters in Cameroon and diplomatic missions (consulate offices abroad) for enrollment.

At the enrollment stations, you will be asked to present your documents (including the pre-enrollment document. After that you will be expected to take a snapshot and your finger prints collected and

After the biometric passport enrollment exercise (which takes less than 15 minutes) you (the applicant) will be issued a receipt.

The new original passport will be available after 48 hours (2 days).

Applicants who have completed the biometric passport procedure will receive a message to come pick up their passport when its ready.

Cameroonians who have gone through the process, says it is “faster and quicker” to obtain the biometric passport. .

Enrollments for the biometric passports take place in 16 booths, all functional.
